Has this been decided yet?
I know the general factors (uptime/latency/storage capacity/lost chunks), but where is this defined in code, and/or where is this being discussed for implementation?

There are 2 remaining safecoin rfc’s as well as 2 for structured Data, so you won’t get 100% of the algorithm just yet, but enough to see how it works. Then it will be tested.
