Key points:
The term “safe” on its own is very ambiguous (and, without being defined, could even be used as propaganda against the Network). “Privacy. Security. Freedom.” defines what “safe” means.
It answers “why” people should use the Network, and what it offers.
It establishes the core values of the Network, in a way that is highly visible to all current and potential users—and in a way that helps prevent later mischaracterization of the Network.
It is easily translated into different languages (as @davidpbrown suggested).
(Note that @betterthantrav proposed essentially the same strapline above [which I “liked”], but without the punctuation. I think we’ll need to find a way to decide on which forms of various straplines are included in the vote, if minor discrepancies like these exist. How to tabulate split variations may also need to be considered. In this particular case, I obviously prefer the form I have suggested here.)
