Pay to delete?

Exactly. Therefore, if you deliberately remove your ability to access the ID, then the data is practically inaccessible, so what is the difference between that and deletion?

  • Lost/forgotten/deliberately misplaced credentials: all garbage (and non-garbage) data belonging to the account remain online forever (the current design), depriving them from their income and not rewarding them for storing worthless data forever.
  • Deleted data: all deleted data nearly instantly release much needed space in the miners’ vaults, allowing them to put those in productive use.

My original request at the top was about “pay to delete”, which is of course unrelated to above.
There are several ways that could be used because users may want to sell the right to their data to the highest bidder, so if you wanted to delete something you could pay X tokens now or wait for a year and do it cheaper then.
