Yes, it should have been moved to active earlier. I just opened a PR to fix that 
It’s not entirely done yet, because we still need to integrate it with the frontend code and test it on a testnet 
Disjoint Groups and Node Ageing.
We are also doing a lot of RFC planning and discussions and proof of concepts, which may or may not turn into RFCs.
