These attackers are goverment level but not a single entity, it would require co-operation form multiple governments, maybe a single government can do damage whilst its people are all ISP controlled though. Basically its a societal/law change I think. Basically, my concern is the reach of governments has not been tested, these days it sees no bounds, that will change fast though.
