There is no way to ban any person on the network. That is by design.
That would be a public file, not your data. It would need to be something horrendous for node operators to refuse it.
who says horrendous, well authorities from several countries plus a consensus group on the network including those nodes holding that chunk.
At least that is an option on the table.
