Tezos got a non profit foundation so a lot more will be spend then 230m, 230m was what they raised last year during the ico, but with bch, btc and eth value at this stage they hold well over 600m.
Next bullrun they will have over 1bn easly to spend on development, that including the locked value of baking makes if you ask me tezos a great buy.
