Access to the Safe network for people with no bankaccount

As I would like nobody left behind, I asked myself how people with no bank account would be able to join free acces to the safe network.

From experience I know people in Africa for example,( not everybody but still many) in this case Tanzania, all have a smart phone, internet, motorbike, etc., but no bank account.

To explain, if they don’t have a bank account, not involved in the capitalised world because they get cash in hand, how would they be able to get freedom of speech.

According Google we talk about 1.7 billion people who live on the outskirts of the society.
